New orders/actions/measures
- No new orders were issued.
The Governor started by highlighting what he called Ohio’s innovation to address the pandemic. He again thanked the Cleveland Clinic, University Hospitals, MetroHealth and OSU Wexner Medical for taking on additional testing responsibilities to ensure that tests are being processed quickly. Governor DeWine said they are talking to other hospitals about taking on some of the testing responsibilities as well. Also, OSU and the Dept. of Health are working to produce more testing kits – the swab and tube combination – which have been in short supply and which has hampered the testing efforts.
General Harris provided an update on the hospital build out. He said you’d see differences amongst the regions, but the overall strategy is to ensure that the sickest individuals are placed in the most prepared rooms in hospitals. Lower need patients will be triaged to other sites. General Harris added that you won’t see Guardsmen literally building facilities but likely putting up partitions in existing facilities, moving beds and equipment, etc. This is as they continue to work on food deliveries and running a PPE warehouse. As a final note, he urged people to make sure they are remembering cybersecurity measures – change router passwords, update security software, etc. – because we have to protect the networks to continue working effectively.
The Governor gave an update on the state prison system. He praised DRC and its employees for all the hard work they have been doing to try and keep the population safe and healthy. Governor DeWine said the current population stands at 48,991. Letters are being sent to judges around the state suggesting candidates for early release. DRC has initially identified 38 inmates for possible early release – screening out violent offenders, sexual offenders, murderers, domestic violence offenders, etc. Of the 38 inmates, 23 are pregnant women or women who have recently given birth. The other 15 inmates are over the age of 60 and are within 60 days of release. The decision of whether to actually release the inmate will be done at the local level. DRC continues to evaluate the population for future possible releases.
Lt. Governor Husted announced that banks have received the guidance from the SBA on how to administer the CARES Act Paycheck Protection Program (PPP) and most are ready to start receiving applications today. During a conference call today with Columbus Mayor Andy Ginther and Dayton Mayor Nan Whaley, several participants said they’ve already submitted an application and were able to do so in about 10 minutes. Both the Governor and Lt. Governor again urged hospitals to reach out to Battelle to add their N-95 masks to program for sterilizing.

- World Health Organization epidemiologist Maria Van Kerkhove said that data out of China suggests that 75 percent of novel coronavirus patients originally listed as asymptomatic go on to develop symptoms. The Communist Party chief of Wuhan, the Chinese city where the outbreak began, said that the risk of a resurgence there remains high and that authorities must maintain prevention and control measures.
- New York will soon reach 3,000 deaths statewide, Gov. Andrew M. Cuomo (D) said in a news conference. Nearly 600 deaths were reported Thursday in the largest one-day toll since the virus arrived, Cuomo said. New York Mayor Bill de Blasio (D), meantime, called for a national enlistment of health-care workers organized by the U.S. military.
- An additional 766 people have died in Italy after contracting coronavirus, officials there announced Friday, as the nationwide death toll from the viral outbreak climbed to 14,681. An additional 4,585 cases were confirmed in the past day, bringing the country’s total number of confirmed infections to 119,827. The number of new infections announced Friday remains in the same range of daily increases as the last several days, lending hope that a national lockdown will prove to have a long-term slowdown effect on the infection rate. Although thousands of new cases are being confirmed each day, the recent daily increases are lower than earlier in the country’s outbreak.
